If you are planning to study overseas the destination country may require your transcripts and diploma from the United States to apostilled or authenticated (If you are moving abroad they will require a background check).
If the county is part of the Hague Convention your documents will require an apostille, if not they will require a certification. Most apostilles can be completed in 1 to 2 business days, whereas a certification can take up to a month, as three different offices have to process the documents before they will be accepted.
